To be fair to Bournemouth University, institutions are placed under enormous pressure to pass students (its the only way to guarantee funding), especially those smaller and less established universities. Doesn't make it right, of course, but I can understand why, for purely pragmatic reasons, a situation like this might arise.

I do understand that, but I also think that we now live in a culture that will not allow people to fail. We have an idea that if people aren't performing, we have to change the system, not them. And sometimes, I think that's wrong.
